Our Vision

Mercyland Healthcare Inc. (MHI) aims to be one of the leading Home and Community-Based Setting(HCBS) providers for Individuals with Developmental Disabilities (IDD) in the District of Columbia, focusing on a person-centered care approach, emphasizing the strengths of individuals while supporting their weaknesses, alongside monitoring outcomes and performance. We don’t just offer services. We co-create real lives. Every person we serve is seen, heard, and supported through the lens of their individual goals, interests, and potential.

Joseph Idowu

CEO

At the heart of Mercyland Healthcare Inc. is the vision and leadership of its CEO, a dedicated and compassionate nurse with over 30 years of healthcare experience, including the last 23 years specializing in psychiatric and community health nursing across various facilities in the United States. His clinical leadership is grounded in work across multiple psychiatric and community-based programs, including CPEP in Southeast DC, Innovative Life Solutions, and St. Elizabeths. Joseph is skilled in crisis prevention and stabilization, multidisciplinary care coordination, and building strong clinical systems that promote safety, accountability, and measurable outcomes. Under his direction, MHI delivers structured, person-centered care designed to support individuals with intensive behavioral and psychiatric challenges

Carla Forbes-Harding

Program Director

Carla Forbes-Harding, Program Director at Mercyland Healthcare Inc. (MHI), is poised to be one of the DMV area’s top leaders in disability and home healthcare services. With a Master’s in Healthcare Administration (MHA) and over 15 years of experience as an Educator supporting students with Individualized Education Plans (IEPs). She has successfully managed caseloads of more than 65 clients while leading and coordinating multiple teams, consistently delivering outstanding client outcomes and ensuring compliance with complex regulatory requirements. Under her leadership, MHI has strengthened key community partnerships with D.C. libraries, the D.C. Chamber of Commerce, and the Linner Foundation, solidifying its role as a trusted, client-centered home care agency in the Washington, D.C. metropolitan area.

Rebecca Coker

QIDP

Our Qualified Intellectual Disabilities Professional (QIDP) brings over 15 years of dedicated experience to the field of intellectual and developmental disabilities, combining strong clinical insight with exceptional leadership and interpersonal skills. Known for a can-do attitude, adaptability, and a genuine passion for helping others, she is a self-starter who excels at critical thinking, resourcefulness, and cross-cultural collaboration. Her natural leadership and business acumen enable her to motivate teams, build meaningful relationships with individuals and families, and drive person-centered outcomes. Her work at Mercyland Healthcare Inc. reflects a deep commitment to empowering individuals with IDD through tailored support, community integration, and compassionate care.

Elizabeth Aja

Behavioral Specialist

Ms. Elizabeth is MHI’s in-house Behavior Support Plan (BSP) Developer and a highly experienced Nurse Practitioner with a strong background in behavioral health services across the DMV region. She specializes in developing clinically sound, person-centered behavior supports informed by functional assessment, with a focus on proactive interventions, skill-building, and reducing high-risk behaviors. Elizabeth provides staff training, implementation guidance, and ongoing monitoring to ensure BSP strategies are delivered with consistency and fidelity. Her expertise strengthens MHI’s ability to support individuals with complex behavioral presentations while maintaining dignity, safety, and long-term stability.

Regina Gill

Dietician/nutritionist

Our Registered Dietitian at Mercyland Healthcare Inc. brings extensive expertise in medical nutrition therapy, with a strong background in managing chronic conditions such as diabetes, cardiovascular disease, metabolic syndrome, and chronic kidney disease. With a proven history of working on interdisciplinary care teams, she has effectively educated physicians on the use of parenteral, enteral, and oral therapeutic nutrition to enhance patient care. Her experience includes leading the development of clinical nutrition guidelines at Providence Hospital and collaborating with healthcare executives and specialists to implement high-quality, team-based treatment plans. She has also delivered presentations at national and local conferences and conducted in-home nutrition assessments for individuals with intellectual and developmental disabilities. Her commitment to individualized care is reflected in her ability to develop personalized therapeutic menus and educate clients on healthy eating behaviors. As a preceptor and mentor to dietetic interns, she continues to shape the next generation of dietitians while elevating the standard of care at Mercyland.
